The DSL speed lie

After five films in HD resolution is final. Alice is not the only provider that throttles single or all tariffs. If you look more closely, you can see that many vendors are now using throttles, or at least they are reserved in the general terms and conditions. The observer will not get rid of the impression that everyone wants to advertise with "Flatrate", but these ultimately try to restrict - at least where the provider "hurts". An example of this would be Kabel Deutschland. The provider limits the access for all tariffs per contract from ten gigabytes of data per day.

In fact, according to the company, the throttling is only about sixty gigabytes. These are, after all, six large films a day. Then the speed brake but drastically and downsizes the downlaod to a maximum of one hundred kilobits per second. However, this affects only the ports and web pages of file sharing services (Bittorrent, Rapidshare etc.). The next day, the user can continue to normalize. According to Kabel Deutschland, 0.1 percent of the customers are affected, ie the "hard" fraction of exchange friends.

The real flat rate, in which the provider also has to live with the fact that customers go to the limit of the bandwidth, was never particularly popular with the Providern and there were many attempts to slow them down in the small print. In the early days of the DSL boom there were, therefore, flat rate masks.


Or providers have offered money to multiple users to move them to terminate. All attempts failed so far before court as advertising fraud, because who offers a flat rate, must sell also such. The restrictions were also the subject of court proceedings. In October 2011, the District Court of Bonn denounced the Telekom, already in the offer, and not in the AGBs hid the restriction.


"An Internet provider with a high data speed, he has to make clear, if he throttles it from a certain amount of data," the verdict says. The Telekom reduces the bandwidth of VDSL and glass fiber tariffs. At VDSL the Telekom reduces the connection after one hundred gigabytes per month to six megabits per second. This is still quite neat. In the Call & Surf Comfort Fiber 100 tariff the connection shrinks after three hundred gigabytes to 384 kilobits per second.


On the other hand, this is very thin. Except of the throttling are the own Entertain services, thus video and TV over the Internet. Telekom said that the limitation of other, competing services is "It's not about putting others at a disadvantage, we have to be cautious, and the Telekom is running a network on which we have to allow other operators," says a spokesman.


Since the Bonn judgment, Telekom has clearly pointed out the restrictions in the web offer, in the area of ​​"contract terms" at VDSL. Apart from this, the telecom throttling has not yet been implemented, it stands only as a threat in the AGBs. Everything looks after that the Provider to explore, whether they can curb the all-encompassing flat rate in some form, as it already with mobile tariffs already functions. There is high-speed in the flat rate only up to 500 or 1000 megabytes.


Then the data brake attacks. This is also the case in Kabel AG's AGBS. Such clauses promise further trouble with customers, especially since many are already angry, even if there is no active DSL throttling. Because one or the other line becomes "narrower" by itself, when many people go on the web in the evening. Then jerks it but nevertheless in the picture. In addition, many customers do not get the hoped-for data rates because they are too far from the distributor (for VDSL, for example, just under a kilometer).


Then the promised sixteen Mbit per second sink to twelve or even eight. Since the providers sell "up to" contracts ("up to 16,000 kbit / s") the customer has little chance to complain about this. Only when he slips into a lower category with the bandwidth can he switch to a lower tariff on a goodwill basis.

But there are alternatives. 1 & 1 offers, for example, a throttled special tariff, which as such is also clearly marked. Surf & Fon Flat special is ten euros cheaper, but reduces the bandwidth from a hundred gigabytes of data throughput to a megabit per second. This is not reminiscent of a hidden flat rate, but of a volume tariff without cost overload.


If you do not stream movies, the one hundred Giga will hardly be used, and once it happens, it can be relatively uninhibited at least browsing the web. Other providers even come without throttles, such as Mnet, Netcologne, Unitymedia or Vodafone. The cable provider Unitymedia makes us aware of the fact that "We have a powerful network, and the customers benefit from it as well."
